EXPERIENCE: (Issues & Sector/Industry) Since 1985, full-time arbitrator and mediator; have mediated and arbitrated both grievance and interest arbitrations. Included in the public sector are teachers, police, clericals, nurses and nurses' aides, sewerage employees; in the private sector, truck drivers, carpenters, paperworkers, office staff, chemical workers, farm workers, machinists, bakery workers. Issues have included discharge and discipline, arbitrability and contract interpretation, assignment of work, scheduling, rates of pay, management rights, subcontracting, layoff, seniority, working conditions, sexual harassment and past practice. 1977-1979, Attorney representing unions (county nurses, retail clerks, operating engineers, school psychologists, etc.) in negotiations and grievance arbitration. 1979-1982; 1984-1985, E.E.O.C. Trial Attorney and Supervisory Trial Attorney. 1983, as State of Wisconsin Administrator of Collective Bargaining, responsible for grievance arbitrations as well as negotiation of all state employee contracts; participated in mediation of impasses.
FEE AND EXPENSE PRACTICE:
Per diem: $1200 per day for time at hearing, in
transit, in office. The per diem rate is
based on a maximum eight-hour day. A
pro-rata per diem charge will be made for hours in excess of eight.
Cancellation: A
per diem fee of $1200 will be charged if notification of cancellation, postponement,
or rescheduling is received less than fifteen (15) days before the scheduled
hearing date.
Travel Costs- Automobile: IRS rate (48.5 cents) per mile; actual costs
for other transportation, lodging, meals, related expenses.
Other - Costs of clerical expenses, e.g.,
faxes, photocopying, mailing.
NOTE: The arbitrator shall not charge any fee other than the above stated fees.
