EXPERIENCE: (Issues & Sector/Industry) Over 30 years' experience, panel and single arbitration, in conventional, final-offer by issue, and med-arb situations. Employers included municipalities, school districts, counties, regional governmental organizations, states and a variety of exclusive representatives. Has developed national recognition as a practicing arbitrator in both the private and public sectors and is on the Regional and National Panels of the Federal Mediation and Conciliation Service, National Panel of American Arbitration Association, National Mediation Board, and State panels in Minnesota, Wisconsin and Iowa. More than 75 arbitration decisions have been published in Labor Arbitration Reports, Bureau of National Affairs, Inc., Washington, D.C., Public Sector Arbitration Awards, The Labor Relations Press, Philadelphia, and Labor Arbitration Awards, Commerce Clearing House, Inc., Chicago. During early 1960s for Kaiser Steel and Aluminum and United Steel Workers of America. A frequent guest speaker and trainer at professional and industrial meetings such as International Personnel Managers' Association, American Society for Training and Development, and Society for Human Resource Management and at seminars at Cornell University, University of Michigan, University of California - Los Angeles (UCLA), University of Minnesota (Minneapolis), Michigan State University and McGill University (Canada).
