EXPERIENCE: (Issues & Sector/Industry) Has arbitrated numerous grievances in the public and private sectors in Wisconsin and other states (since 1970). Has mediated many interest disputes and some grievance disputes in both the public and private sector (since 1970). Has arbitrated many interest arbitration disputes in the public sector in Wisconsin and Illinois (since 1981).

Prior work experience of a relevant nature includes the negotiation of and administration of collective bargaining agreements on behalf of the USAF as a part of duties while serving as a judge advocate (1966-1969); research assistant in labor relations at University of Illinois, Institute of Labor and Industrial Relations (1965-1966; 1969); mediator, arbitrator and examiner for WERC (1970-1975); and general counsel for WERC (1975-1981).

FEE AND EXPENSE PRACTICE:

Per Diem Rate:

$1200 per day (8 hours – inclusive of breaks) for time spent on pre-hearing services, travel, conduct of hearings or study and preparation of awards.  On hearing days, the minimum billing is for  a whole day.  However, if the hearing takes less that 8 hours, the parties will be given credit towards travel time that day.  If the hearing time plus travel time on a hearing day exceeds 8 hours, the parties will be billed for all time in excess of 8 hours per day.  Time spent on pre-hearing services and on study and preparation of decisions will be billed based on whole days or a fraction thereof.

 

Travel and Related Expenses:

Costs of transportation, meals and lodging will be billed to the parties.  (Current IRS mileage rate for use of personal automobile.)

 

Any charges for cancelled hotel/motel reservations or fees charged by airlines and travel agents for unused airline tickets will be billed to the parties.

 

Other Expenses:

Phone calls, postage, typing and copying costs will not be billed to the parties, unless substantial.

 

Postponement and Cancellation Fees:

$900 per scheduled day if notice is received less than two weeks before a scheduled day of hearing.  $1200 per scheduled day if travel has begun.

 

NOTE:                        The arbitrator shall not charge any fee other than the above stated fees.
