EXPERIENCE;

 

Work History:

 1976-80: NLRB Attorney/Advisor, Washington Headquarters.

 1980-1984: NLRB Trial Attorney, Region 30, Milwaukee, WI.

 1984-2009: WERC Staff Attorney/Mediator (retired May, 2009).

 1995 to date: Private practice in grievance and interest arbitration and fact-finding.

 

Issues and Sector/industries:

Has issued hundreds of grievance arbitration awards in both the private and public sectors as WERC Staff Arbitrator in her 25 years of employment, involving a full range of issues arising in the employment relationship.  Since 1995, has issued private and public sector awards (including grievance, interest and fact-finding awards) in Iowa, Illinois, Indiana, Minnesota, Missouri and Pennsylvania in her private practice.

 

Mediation:

Has successfully mediated hundreds of contracts (including first contracts) in Wisconsin while with WERC.  Has also successfully mediated grievances and prohibited practice cases in Wisconsin at the parties’ request.

 

FEE AND EXPENSE PRACTICE:

 

Arbitration Fees:  A basic per diem fee is charged at the rate of $950.00 for each day of hearing, study, or writing.  The full per diem fee is charged for all days of hearing.  More than one day’s per diem may be charged and prorated where the day of hearing and travel extends beyond 9:00 a.m. to 5:00 p.m. Requested pre-hearing services, study and writing which do not take a full day are prorated accordingly.  Travel time, which occurs outside the actual day of hearing, is prorated at the per diem rate.  All travel expenses are billed from Oshkosh, Wisconsin.  Interim billing may be used in cases involving air travel or multiple days of hearing.

 

Docketing Fee:  A $100.00 docketing fee is charged in all cases where a case cancels after a scheduling letter/e-mail has issued.

 

Travel Expenses:  All travel expenses including airline, hotel/motel, meals, cabs and rental cars will be billed.   Car mileage for personal car will be billed at the IRS rate. 

 

Cancellation Fees:  A cancellation fee of $950.00 (plus docketing fee) is charged for any case cancelled twenty-five (25) days or fewer before the hearing.  If a case is scheduled and then cancelled and not re-scheduled and heard, a $950.00 per diem  fee (plus docketing fee) is charged when the case is settled/withdrawn. 

 

Any fees/charges for cancelled hotel/motel reservations or fees charged by airlines and travel agents for unused tickets are billed to the parties.   

 

     Note:  The Arbitrator shall not charge any fee other than the above-stated fees.
