EXPERIENCE:          Work History:

                        1978 – 1980:   Attorney with Mulcahy & Wherry, S.C., representing private sector and public sector employers before state and federal agencies and courts regarding unfair labor practices, representation, and fair employment proceedings.  Represented public sector employers in grievance arbitration and as chief negotiator in collective bargaining and interest arbitration.

 

                        1981 – 2006:   Staff Attorney with the Wisconsin Employment Relations Commission functioning as a mediator, grievance arbitrator, and hearing examiner.

 

                        Arbitration Experience:

                                                            As a staff arbitrator with the WERC, arbitrated in hundreds of rights disputes in the private sector and public sector, issuing approximately 300 awards covering a broad range of issues.

 

                        Mediation Experience:

                                                            Mediated and investigated approximately 500 interest disputes in all areas of the public sector in Wisconsin.

 

FEE AND EXPENSE PRACTICE:

$800 per day or part thereof of hearing or mediation.  In addition to the per diem, a pro-rated per diem is charged where the day of hearing (including travel to and from the hearing site) exceeds eight hours.  A pro-rated per diem is charged for study and writing of less than eight hours and for travel where not on a hearing day.  Travel expenses reimbursed for actual expenses and use of personal vehicle reimbursed at the then current IRS rate for mileage.

 

Cancellation Fee:  $400 for any cancellation of a scheduled hearing day where notice is received within 14 to 30 days prior to the hearing date.  $800 for any cancellation of a scheduled hearing day where notice is received less than 14 days prior to the hearing date, plus actual travel expenses, if incurred.

 

NOTE:                        The arbitrator shall not charge any fee other than the above stated fees.
