The full text of non-consent Wisconsin municipal sector interest arbitration awards involving police-fire units (MIA) and general employe bargaining units (INT) issued prior to 1999 are available by use of the three linked lists listed below. Use of the linked lists and of the award files to which they are linked requires Adobe Acrobat Reader software. The highlighted links in the second column of each list corresponds to a viewable, printable and downloadable award files in PDF format. Installation of the Adobe Acrobat Reader software on the user's computer should enable the user to view, print and perform simple text searches within individual list or interest award files, either on-line or from copies of the PDF files that the user downloads and saves to disk. The user can follow any of the links on the list to view or print the file involved. However, to locate a word or phrase within such a file, it is necessary to use the browser Find function (use the Find button on the Acrobat Plug-in toolbar for searching PDF files), entering the word or phrase and searching for each occurrence thereof. Regrettably, it is not yet possible to multi-file search the pre-1999 interest-awards on this website using the State website search engine. However, WERC's for-sale publications include annually updated CD-ROM sets of interest awards dating back to 1971, complete with the search software needed to perform multi-file searches.

Each of the lists includes the names of PDF format image+hidden text files containing each award as published by WERC on its searchable WERC Interest Award Archive CD-ROM 3-disk set. [publications order form] The listed awards are intended to parallel those distributed to WERC paper copy subscribers regarding those time periods, except that voluntary dispute resolution procedure awards have been included which were not previously distributed to subscribers, and consent awards have not been included because they do not contain a statement of the arbitrator's rationale. Voluntary dispute resolution procedure awards are listed together with all other awards of the same type (MIA or INT).

The highlighted award filename links are based on the first five digits of the WERC decision number typically assigned when the Commission issues an order initiating arbitration. Some awards issued pursuant to voluntary dispute resolution procedures were never associated with a WERC decision number. For those cases, a decision number has been assigned during the creation of this list, consisting of four digits followed by the letter "V". The four digits assigned to such cases have been chosen to approximate those that would have been assigned to a case processed in the same general timeframe. Because WERC assigns decision numbers well before the issuance of awards, the case lists in decision number order are not in strict order of award issuance. Where WERC received more than one document associated with the arbitral resolution of a dispute, the additional documents (such as procedural rulings, interim awards, orders clarifying awards, etc.) have been included in the same list entry with the primary award itself.

Cautionary notes: While every effort has been made to provide accurate and complete interest award files, the user should be aware of some possible limitations on the reliability of these files. The award files accessible through the linked lists below are unofficial copies of the hard copy awards on file at the WERC office in Madison. The files have been scanned, machine recognized and converted to comparatively large and slow to download PDF image+hidden text format files. As a result, while the screen and printed should match the original page, some of the associated hidden text may not accurately or fully conform to the characters and formatting of the original document. Users are encouraged to notify WERC of missing or problem files that they discover in using this collection.
