Introduction to Municipal Sector Digests
Digests of WERC and related Court review decisions concerning the Municipal Employment Relations Act (MERA) have been prepared and published by the Wisconsin Association of School Boards since 1975. For information about those MERA digests, [contact WASB].
Prior to 1975, WERC published two municipal sector digests. Both were principally prepared by then-WERC Chairman Morris Slavney. The first covered cases arising under pre-MERA municipal sector legislation from 1962 through the effective date of MERA, November 11, 1971. The second covered cases arising under MERA from its effective date through the end of 1974. Because the underlying statute changed substantially when MERA was enacted, the continued pertinence of pre-MERA cases needs to be assessed with particular care.
