Are meetings conducted by WERC personnel open to the public?


A calendar of WERC activities is maintained at the WERC Madison office. In addition, the Commission posts notices concerning its meetings in the Capitol rotunda and on the front door of the agency's Madison office. Information about the contents of that notice can also be obtained by contacting the Madison office. [contact information]

Set forth below are the circumstances in which WERC activities are open to the public:

Type of Activity

When Activity is Open to the Public

hearings in statutory cases (complaint, representation, declaratory ruling)

all hearings are open to the public except to the extent that the person conducting the hearing engages in mediation in an effort to reach an informal settlement;

hearings in grievance arbitrations conducted by WERC-employed arbitrators

generally closed, subject to arbitrator ruling on requests by one or both parties that the hearing be open to the public.

meetings in mediation-type cases (including informal investigations in interest arbitration and fact finding cases)

generally closed; never open to the public without the consent of all parties to the meeting

meetings of the Commission

Commission meetings are open to the public unless the Commission votes to go into closed session.
