

FILING/DELIVERING AN APPEAL OF A STATE CIVIL SERVICE
PERSONNEL ACTION (PA CASES)
When calculating the 30 calendar day filing period, remember that filing is not complete until the Commission actually receives the appeal. Merely placing a letter into a mailbox does not constitute “filing.”
The Commission prefers to receive an appeal via regular mail sent to the following address:
Mailing items to the Commission via certified or registered mail will often delay delivery. If you wish to confirm that the Commission has received an appeal, you may ask the Commission to send you a confirming email, as long as you provide us your email address.

The Commission discourages filing appeals, especially bulky appeals, by fax. Poor quality of faxed appeals often makes them difficult to read. Nevertheless, faxing an appeal may be appropriate if timely delivery by mail within the 30 day limit is impractical. The Commission’s fax number is (608)266-6930.
